Capacity-building in the Asia Pacific – A way forward for ECOTECH, 2000

The financial crisis of 1997 and beyond was a sharp reminder to Asia Pacific Economic Cooperation (APEC) that the scope of cooperation needs to extend beyond the early preoccupation with trade policy. This is leading to consensus on a more integrated strategy for APEC. A policy dialogue group of distinguished APEC scholars and commentators convened by FDC from 1995 explored how economic and technical cooperation (or Ecotech) between APEC member economies can assist this process. This paper includes an issues paper prepared for the meetings and also reports on the meetings. The Foreword of this paper charts the evolution of the development of the concept of economic and technical cooperation, including the work of the FDC dialogue group from its initial meeting in Japan in 1995 to the outcomes of the May, 2000 meeting in Brunei Darussalam.
